pack: actually include bnstoolkit-0.3.1.jar in v0.35.0

The previous commit deleted 0.1.1 from the gitignored mods dir but git swallowed the add for 0.3.1 because pack/overrides/mods is ignored. Re-adding with -f. Co-Authored-By: Claude Opus 4.7 <noreply@anthropic.com>
